Statement of intent. Generally, this district covers that part of the community intended for the conduct of general business to which the public requires direct and frequent access, but which is not characterized by constant heavy trucking other than stocking and delivery of retail goods, or by nuisance factors other than occasioned by incidental light and noise of congregation of people and passenger vehicles.

Buildings or portions of buildings including porches, shall be located behind the street right-of-way line. No porch in existence at the time of the adoption of this ordinance which is between the street right-of-way line and the center of the street can be enclosed or otherwise altered for any use. Porches must be kept in repair and in a safe condition. A reasonable setback distance may be required where necessary to provide traffic sight lines or to preserve or enhance the scenic character of a designated Virginia Byway.

Before a building and zoning permit shall be issued for any use permitted in this district, a site plan of proposed development shall be approved by the Commission in conformance with Article 13 of this ordinance. |
